Nuclear Industry Safety Culture Inventory (NISCI)

The NISCI survey tool was built for nuclear organisations in Great Britain to accurately measure their safety cultures and benchmark their results, helping them identify strengths and opportunities for improvement.

The NISCI Tool was developed by Snap TechLabs for ONR, building on the research carried out by a team of academics from Alliance Manchester Business School.

It is a customised tool that aids the assessment of safety culture across Great Britain’s nuclear industry.

The tool assesses 6 broad dimensions and 15 subdimensions of safety culture. It is available in three formats: Full form (60 items). Short form (30 items). Super-short form (15 items).

The NISCI Tool provides a rich evaluation of safety culture across the full nuclear lifecycle – which can lead to better safety outcomes when acted upon.

What can the tool give you?

By using the NISCI Tool, you will have a consistent way to assess safety culture in your organisation and make comparisons with benchmark data collected from Great Britain’s nuclear industry.

A particular strength of the NISCI Tool is that the scores are predictive of safety performance.

However, it is important to note that it should only be used alongside other data.

This includes qualitative data from the local environment, especially when informing decision-making or developing policy.

How Snap TechLabs helped build the NISCI Tool

  • The Snap TechLabs Research Projects team secured the public tender to build the tool and provide the hosting platform.
  • ONR provided the question set based on their research with AMBS (Alliance Manchester Business School), as well as the branding.
  • Using the Snap XMP survey platform, our team set up the online survey, reporting, and custom UI as part of a tool.
  • Users can choose between the full survey, the short version, or the super short version, and the report will adjust to reflect their choices. They can also add a few of their own custom questions and tailor the demographics to their organisation.
  • We built the report, which the user can run themselves at any time, and which makes comparisons between the organisation and the benchmark dataset.

Benchmarks will be updated regularly as more users run the tool.

  • We provided a server with an ONR-branded version of our Snap XMP Online platform for the tool to be hosted on.
  • The tool is available for free – but can only be used by organisations working with the UK nuclear sector. They must be approved by ONR before they can use it.

The NISCI tool was a collaborative effort over a 12-month period and has already been supported by leading names in Great Britain’s nuclear industry.
